Clear cache notice when enabling/disabling plugins

If you've enabled or disabled a plugin you should see an admin notice coming from WP Rocket as shown below:

WP Rocket: One or more plugins have been enabled or disabled, clear the cache if they affect the front end of your site.

In these two cases, WP Rocket is not clearing the cache automatically.

Instead, WP Rocket detects these actions and triggers the admin notice so that you can either:

• click on the Clear Cache button, if the enabled/disabled plugin affects the front-end of your website
• click on the Dismiss this notice option, if the plugin doesn't have any effect on your site's content or if you're making a quick test, for example

You can decide what to do according to the specific plugin or the scenario you're running.
